Why the units disagree. Points measure caliper, the thickness of the sheet. Pounds measure the weight of 500 sheets at that paper category's base size, which is why 100lb text and 100lb cover are nothing alike. The two systems do not convert cleanly, so if what you care about is how thick the card feels, ask for the point value.

Build the artwork at 3.75 by 2.25 inches so there is 0.125 inch of bleed on every edge, and keep text and logos at least 0.125 to 0.25 inch inside the trim line so nothing important sits near the cut. Supply it as a press ready PDF in CMYK with images at 300 dpi and fonts outlined or embedded.
What is the difference between 14pt and 16pt card stock?
One point equals one thousandth of an inch, so 14pt stock is 0.014 inches thick and 16pt is 0.016 inches. That sounds trivial and it is not: the difference is noticeable the moment a card is flexed between two fingers. 14pt is the most widely ordered stock in the industry and is the sensible default for high volume handouts. 16pt reads as more substantial and is the common choice where the card is doing work on your behalf.
